America’s decline in commercial shipbuilding has been catastrophic. As a US Senate select committee heard earlier this year, in 1975 the Unite States was the biggest shipbuilder in the world. “Now we don’t even produce one percent of the world’s large ocean-going vessels”, said ranking member Raja Krishnamoorthi. “For every 359 large container ships China builds, we are building one.”

As the Biden administration zeroes in on the potentially unfair trade practices that propelled China’s emergence as the largest shipbuilder in the world, broader national security issues are also at play. Foreign capital and technology are flowing into Chinese dual-use shipyards, which is accelerating Beijing’s ongoing naval buildup.
Between 2019 and 2021, foreign firms accounted for at least 64 percent of merchant ship orders at CSSC-owned shipyards. Many of these companies are based in some of the United States’ closest allies and partners, including France, Japan, and Sweden.
China vs. U.S. Navy: Which Fighting Force on the Water Is Stronger?
A recent report by the Center for Strategic and International Studies lays out the difference between the two fleets and notes that “larger fleets won 25 out of 28 historical wars.” Why? Because larger fleets have the ability to “absorb more losses” and “keep fighting.” That could pose a problem for the United States. “In one recent set of wargames, China lost 52 major surface warships compared to between 7 and 20 U.S. equivalents,” CSIS wrote in June. “Even after such catastrophic losses, China still had more surface warships than the United States and was able to continue the naval battle.”
